摘要
20世纪30年代以来，世界各国，尤其是西方发达国家，发生了一系列重大环 境污染事件，并导致数以万计的民众受到危害。日趋严重的环境污染与治理问题 震撼了各国政府、舆论界、学术界乃至社会公众，逐渐成为社会关注的热点。
就企业而言，如何采用先进工艺及先进设备，如何提高原材料利用率、减少 损失浪费，如何采取各种节能、减排的有效措施等一系列工作被视为企业在防治 环境污染与生态破坏方面所取得成效，即环境缋效。对企业环境绩效进行科学、 合理、以及客观、公正的评价具有积极的促进作用。企业环境绩效评价体系包含 评价主体、评价客体、评价内容、评价指标、评价方法等要素，由上述评价要素 构成的模型、样式即为“企业环境绩效评价模式”。
本文认为，企业环境绩效评价的评价内容是区分不同企业环境绩效评价模式的关键，其本质是企业因釆取不同的环保措施而取得不同的绩效结果。因此，本 文结合企业工业生产模式的转变，对不同工业生产模式下的企业分别建立了企业 环境绩效评价模式，针对工业生产中的线性生产模式、末端治理模式、清洁生产 模式，分别提出了企业环境绩效评价的零治理评价模式、被动治理评价模式和主 动治理评价模式，针对每种环境绩效评价模式建立了相应的评价指标体系，并结 合案例企业对每种评价模式的应用进行了具体分析，比较了各评价模式之间的异 同。此外，本文釆取专家调查法，对企业环境缋效评价模式的应用现状情况进行 了调查，纤对调查结果分析出目前企业环境绩效评价模式的应用情况以及所面临 的困难挑战、发展方向。
通过研究本文发现，工业生产模式的转变促使企业环境绩效评价模式不断完 善，从零治理评价模式到被动治理评价模式，再到主动治理评价模式，企业采取 环保措施所取得的社会效益和经济效益都有显著提高，企业进行环保投入的成本 效益率也有显著提升，但13前我国大多数企业仍适用于被动治理评价摸式，这主 要是因为企业环保资金、技术短缺所导致的工业生产模式转变困难。因此，合理促进企业加大环保技术研发、资金投入，引导企业生产模式转变，是提升我国企 业环境绩效水平的重要关键。
